Iran’s Deputy Roads Minister Inspects Major Housing Projects in Semnan Province
Iran’s deputy minister of roads and urban development, Ali Nabian, toured key sites of the National Housing Movement during a one-day visit to Semnan Province, the National Land and Housing Organization said on Saturday.
Nabian, who also heads the organization, visited several major projects, including the 12.6-hectare Kouhsar residential site, a 160-unit Housing Foundation project, the 205-hectare Semnan housing development, a 968-unit project managed by the Imam Hassan Mojtaba Headquarters, and a 336-unit villa project replacing unsafe Mehr Housing units. Other stops included the 8-hectare Mahdishahr site, a 138-unit charitable housing project, and a 35-hectare site in Shahmirzad.
The visit also reviewed a proposed plan to redesign Semnan’s eastern entrance to improve access to the 205-hectare development.
The Kouhsar site, annexed to Semnan in 2021 under the Housing Production Leap Law, includes 731 housing units—464 self-built and 267 mass-built. So far, 103 self-built units have been completed. A 160-unit mass-construction project by the Housing Foundation is 85% complete, while a 107-unit military housing project for the army is 60% finished.
At the 23-hectare Noor site, the 968-unit project managed by Imam Hassan Mojtaba Headquarters has reached an overall progress of 67%, with 320 units more than 80% complete. Additionally, 214 villas from a 336-unit project replacing unsafe Mehr Housing are under construction. The first phase of the villa project (104 units) is 75% complete, while the second phase (110 units) stands at 53%.
The 205-hectare National Housing site, approved by Iran’s Supreme Council for Architecture and Urban Planning in 2023, is planned for 9,644 housing units to accommodate 30,861 residents. Development work is ongoing, with 38% progress on the western section under Semnan Municipality and 6% progress on the eastern section by private contractors.
The inspection aimed to assess construction progress, resolve bottlenecks, and ensure alignment with national housing policy goals.
